Senator Feinstein Directed Collaboration

The Herger-Feinstein Quincy Library Group Forest Recovery Act was extended a second time in 2008.  The extension legislation was included in the Consolidated Appropriations Act, 2008 (H.R.2764)

The Omnibus Appropriations legislation passed by Congress directed that the following occur:

1.  Extends the Herger-Feinstein Quincy Library Group Forest Recovery Act until September 30, 2012. (more)

2.  Modifies the original legislation by deleting the provision that provided for forest plan amendments for the Lassen, Plumas and Tahoe National Forests.

3.  Stipulates that the Forest Service shall initiate a collaborative process with the groups that have been appealing and litigating projects being developed as part of the Herger-Feinstein Quincy Library Group pilot project.

4. Stipulates that all projects conducted under the Herger-Feinstein Quincy Library Group shall be conducted under sections 104-106 of the Healthy Forest Restoration Act which relate to the environmental review process.

Below are documents, some in draft form, that relate to the collaboration effort stipulated in item 3.  The collaboration effort was conducted by the Forest Service and the documents included herein provide insight to the process.
