General Criteria
General criteria are the first filter for overall program development. Not every project will meet or exceed the criteria, but the average of all projects should. For example, an underburn project that produces no timber outputs is off-set by a project that produces more than the 3-5 MBF per acre. The average cost per acre is the appropriated dollar reduced by any revenues generated.
Priority for Treatment
Selection of projects (for implementation) that meets the general criteria needs to be based on resources at risk. These resources at risk (not listed in order of preference) are:

WATERSHED RESTORATION
OVERALL APPROACH
Watershed restoration needs to start at the headwaters. In the lower reaches of a watershed problem areas that have the potential to become larger should be considered for selection. Do not fix problems that are not getting worse in the lower reaches. Landscape Analysis will analyze, on an ecosystem basis, watersheds as a whole. Opportunities will be identified that will show what needs to be accomplished in the landscape in both time and space. From the opportunities, future restoration projects will all be linked together. Once sufficient Landscape Analysis has been completed it is anticipated watershed restoration projects will occur on entire watersheds.
